Exploring New Funding Opportunities for UK Housing Associations

The housing finance landscape has faced significant challenges in recent years. Housing associations (HAs) have been grappling with increased investment demands due to the need for building safety and improved standards, all while navigating a difficult economic environment marked by high inflation, elevated interest rates, and rent caps.

Adapting to New Economic Realities

Given these conditions, HAs have had to reassess their business models and funding strategies. Traditional approaches to funding, once straightforward, have become more complex as associations strive to maintain robust financial health within single-A credit ratings. Refinancing and recalibration of existing funding have been essential in adapting to the "new normal" of higher interest rates.

Despite the macroeconomic challenges, the social housing sector continues to attract strong investor interest. Recent bond issuances have seen full order books, highlighting a robust demand for social housing investments. However, there's a growing recognition of the need to diversify funding sources beyond the traditional UK and US markets to maintain a competitive edge.

European Private Placement Market: A New Frontier

One area ripe for exploration is the European private placement market. This market has remained largely untapped by UK HAs, especially following the UK’s exit from the European Union, which reduced the European Investment Bank’s involvement in UK projects. Despite this, the European market presents significant potential due to its ample liquidity and diverse range of funding tenors.

Some UK HAs have already begun to explore this market. For example, Places for People has successfully issued euro-denominated private placements as part of its funding diversification strategy. An increasing number of HAs have also set up Euro Medium-Term Note (EMTN) programmes, to set themselves up for quicker access to diversified liquidity and leveraging their ESG credentials to attract European investors.

Engaging European Investors

In April, a delegation of UK housing finance leaders visited Amsterdam to engage with European private placement investors, sharing insights into the strengths and opportunities within the UK social housing sector. This delegation included treasury directors from several prominent HAs, the Regulator and S&P, featuring a roundtable discussion led by key industry players with investors.

The event, organized by ABN AMRO, underscored the potential for deeper European investment in UK social housing. European investors have shown interest in the sector’s financial resilience, strong regulatory environment, and inherent ESG characteristics, identifying a natural fit for investments with a 10-year maturity.

Strategic Planning for the Future

As economic conditions evolve, HAs must be prepared to seize new opportunities in different markets. The European private placement market not only challenges existing lenders’ offering in the UK but also offers a promising alternative to traditional funding sources. Building relationships and educating European investors now will be crucial to ensuring that HAs can access these opportunities when they arise.

In conclusion, while the UK and North American markets remain vital, diversifying funding sources to include European investors will enhance the resilience and flexibility of HAs in the face of changing economic landscapes. Engaging with European investors today will lay the groundwork for future success and ensure continued competitive funding options across all markets.

Katie leads the Corporate Debt Capital Markets team at ABN AMRO UK, originating and executing bond transactions across the Real Estate sector and for housing associations. The franchise provides ratings, ESG and capital structure advisory to help issuers identity the most suitable financing options to achieve their strategic goals. A broader team of debt and distribution experts provide access to institutional capital from across the UK, Americas and Continental Europe in both public bond markets and the Private Placement space. Katie joined ABN AMRO in 2020 in New York and has previously held Capital Markets and debt raising roles in the US and UK with Société Générale and Lloyds Banking Group.

Grant Vaughan, Partner, Newbridge
Grant is a partner at Newbridge Advisors, specialising in financing and treasury management for social housing providers. Before joining Newbridge, Grant led the social housing DCM team at Lloyds Bank, and prior to that was in DCM at Barclays Capital.

Grant's focus is on generating long-term value propositions for social housing clients through new financing, debt restructuring, loan book optimisation, tailored ESG processes and ongoing investor relations.
